Modal Close Button

Do we want to consider replacing current close "button" in modal with a proper button (with icon inside)?
Problems with current usage:

• icon is not a button (can't be selected via keyboard)
• icon is too small (probably needs to be bigger and also has additional paddings so it is easier to click)
• doesn't have hidden text or aria-label (for screen readers)

In some new designs close button looks like in screenshot

I confirmed with Lianne that current button in Modal has wrong design. Do we want to confirm with other designers they are happy for us to change it?
