how to set a background with wf-shell turned off?

Is there a way to set a background even without using wf-shell at all?

I don't need the panel so I turned it off but now my background is gone.

Yes, just set autostart plugin section this way:

[autostart]
autostart_wf_shell = false
background = wf-background
