borow cap = 0 in testnet do not allow to take a borrow in any MM

Problem:
it seems that after you changed borrow cap to 0 in BSC testnet MMs not do not allow to borrow because they were set with borrowCap=0 meaning infinite borrow allowed

Solution:
admin should change borrow cap != 0, to a very high value (also if you plan to do it in another testnets take this into consideration)
