[FEAT-UI]: Load Storm Tracks Data into the Canvas

Load the storm tracks data from the DB onto the map via the endpoints created. Might need to pass bbox.

Note:

• should figure out most efficient way and time to this. In the SCT tool data was only loaded in after a boundary was added in order to only load in necessary data
