Feature request: Storage Commitment Support

There was a proposal / draft for Storage Commitment Support in DICOMweb: https://www.dicomstandard.org/news-dir/progress/docs/sups/sup234.pdf

There is a graph explaining how the flow for a DICOMweb to DIMSE bridge could look like:

Would it be possible integrate this into DICOM-RST?
