Restricted Loops

Loops can be made talk-restricted, so that only certain clients can talk to it.
Togglable in server.

Make the access-controls discrete pr. user.
Loops are normally all open; when one is made restriced, no clients can talk to it.
Then enable talk for that loop on each client who should have access.

Show overlay for client (on click?) where loop-talk-access can be altered for client.
