Not understanding the language

i cannot read the comments on app/Http/Controllers/TrainingProgramController.php, because they are in a strange language. Can you help me understanding the doc of the project?

I'm currently working on the documentation so all the comments will soon be delete, but if you want the explanation of the code just tell me what function you don't understand and i will do my best explaining the function itself.
