MODULE.bazel support

Hi,

I wanted to bring up a topic regarding bazel-diff support for the MODULE.bazel file. As you know, the WORKSPACE file is available only until Bazel version 8, and from Bazel version 9 onwards, only the MODULE.bazel file will be supported.

While there are some workarounds available, I've noticed that these can still present a few challenges.
One of my key concerns is how bazel-diff, with the current workaround, supports external repositories within the MODULE.bazel file. For example, when we change the version of an external repository in the MODULE.bazel file, it appears that bazel-diff doesn't identify impacted targets in the current repository that utilize the modified external repository.

Given these observations, I was wondering if there are any plans to add native support for the MODULE.bazel file in bazel-diff. Your insights on this matter would be greatly appreciated.
