Give feedback on use of country codes

IF there is no data in any of the beneficiary location fields (i.e. the DQT is already giving feedback asking the user to include beneficiary location codes)
AND there is no data in any of the country code field(s) (i.e. the fields GN uses to populate the country name for the country filter)
THEN give feedback asking the user to consider using country codes, and that this is especially useful if funding internationally (exact copy to be provided)

AND NO countryCode in ANY recipientOrganisation[].Locations[]

DQT tests are split into separate recipient and beneficiary location tests/feedback, so I think it's probably best to keep these separate.

This is potentially quite complex so might need to map it out with a flow diagram to make sure the tests and feedback are coherent with other location guidance!

The aim of this test is to make sure that people who are publishing non UK grants add a countryCode so that they helpfully appear in the GrantNav filters.

There are a few broad options I see:

1. When there is no countryCode do a best effort via any other geo fields to try and infer whether the grant is a UK grant or not and then show the feedback asking for countryCode.
2. When there is no countryCode explicitly ask for countryCode in certain fields but only if they already exist e.g. "beneficiary location but no countryCode " and "recipientOrganisation location but no countryCode "
3. Add a check for presence of countryCode in beneficiaryLocation if not then show the feedback asking for countryCode.
4. Add a check for presence of countryCode in recipientOrganisation location if not then show the feedback asking for countryCode

Currently we have:

• Class name: IncompleteRecipientOrg - Checks if any grants lack one of either Recipient Org:Postal Code or Recipient Org:Location:Geographic Code
• Class name: NoBeneficiaryLocation - Checks if any grants have no Beneficiary Location fields
• Class name: BeneficiaryLocationNameButNoCode - Check grants beneficiary location data contains a name but no geo code data
• Class name: BeneficiaryButNotRecipientGeoData - Check grants to see if there is beneficiary location data but not recipient org location data
• Class name: RecipientGeoDataButNoBeneficiary - Check grants to see if there is Recipient organisation location data but no Beneficiary location data
