I tested on CUI and it worked fine.
But under DUI, the API doesn't work,.

sorry for the late reply, I just saw your message and didn't get any notifications.

I do not understand completely but the API does not work when using DUI?
That would seem weird, because you just need Spider Monkey Panel or JSplitter for JavaScript
in order to use it, the functionality should be the same...

UI Wizard does work when using DUI and changing settings in foobar2000 > Preferences > Display > UI Wizard.
Can you confirm and also tell me what you are doing, i.e how you use the API when using DUI?

After confirmation, the DUI is completely abnormal, manifested in:

1. The menu bar cannot be hidden
2. The status bar cannot be hidden
3. You cannot drag the window size
4. uihacks.js using foo_uie_jsplitter to load the same API script file, the API does not work properly under DUI, and it works completely normally under CUI
5. When enabled, a white panel will be loaded first and then the correct fb window will be loaded, you can turn on dark mode, and then start foobar2000.exe to see, although this process is very short, but I think you can solve it (there is this phenomenon under DUI and CUI)

I checked your foobar2000 setup you have sent me and the API does work.

The menu bar cannot be hidden
The status bar cannot be hidden

You need to install Columns UI in order to hide these.
Would not make sense for me to do this extra work implementing those hide features extra for DUI.

For your other questions:
If you are using borderless window NoBorder, you need to implement your own top menu bar with caption area.
You need to understand the caption area logic, if you have a top menu bar, and the mouse is the top menu bar buttons,
you need to temporarily disable the caption area, when the mouse is not in the top menu bar buttons, re-enable caption area
