Rework the lifecycle of mapping data and prevent it from being dependent on changeset lifecycle

Currently, all the mapping data that is being tracked, gets cleared once the changeset is uploaded.

There may be some reasons to continue keeping track of all the mapping data regardless of which changeset is being used.
