Is this necessary to request READ_PHONE_STATE permission

I follow the google pay doc but don't see any permission requests.
In this repo file seems to need
the READ_PHONE_STATE permission.
Is this necessary ?

I'm also curious about this. I think it's for phone_number of cardholder field. If we already know user's phone number from somewhere, I guess we don't need this permission.
