App bar and search bar missing on favorites screen when no story liked

Describe the bug

When a user has no liked story, the favorites screen has no app bar and no search bar.

Expected

This is the screen with a liked story. It would be expected that the screen looks similar when no story is liked, only that there is no story, but a notice that you can add one by liking a story.

Actual

The app bar and search bar has disappeared.

Reproduction

1. Log in
2. Choose a listener profile
3. Unlike every story
4. Click the favorites tab
5. Look at the screen
