Create CODEOWNERS File and Initial Groups

Create a CODEOWNERS file mapping for two initial groups:

• content review - text, images, etc
• technical review - makefiles, yaml files, .github directory, etc.

We need to wait until we have Heidi trained on how this all works so she can provide reviews.

Currently, we need to get more stories mapped out for adding all the same pages as the current site.

Then there will be content for you to review. You can review and pull request that is open.
