Support Favoriting Elections #1
Description
Currently, the ElectionListView just shows all of the elections in order. There should be an option to favorite certain elections so it pins them to the top. This way, users won't have to always scroll and to find the election they're looking for. Search should likely continue to work on the entire list, but keeping favorites at the top if that's feasible with Swift's Search integration.
Completion Criteria: Election's can be marked as favorite in the ElectionView, and this appears in the ElectionListView and puts those Elections on the top.
