[Envement Bug] I have tryed different python version such as 3.5 3.6 3.7 3.8 3.9 3.10, but install requirements.txt still have some problems

I have changed requirements.txt:
numpy<=1.9 -> numpy<=1.23
Successfully installed requirements.txt
But
