Send notifications to the team upon receiving messages in `dead-incoming-bot-messages` topic

We have the `dead-incoming-bot-messages` topic configured for the main `incoming-bot-messages` as the dead-lettering topic.
Having a message in a `dead-incoming-bot-messages` topic actually means that the bot is dead and is not able to handle incoming messages. 
We should consider creating an alerting policy that'll notify the team when messages could not be delivered.
