Add RetinaNet example to easy-cluster #22

- Mary Wahl (github username:
mahwah), had pushed a great example of RetinaNet with Horovod. - Add this as an example for easy-cluster.
For the future, it may be nice to somehow integrate VoTT to get tagged images in blob storage
