Hidden Players do not return after disabling plugin or resetting settings

I've had some hidden players near me not return despite turning off all settings, resetting the plugin, or disabling/removing the plugin entirely. I've made sure player/object quantity is set to normal as well in the vanilla FFXIV Settings. The workaround is to quit the game, since this can persist between certain phases of instances for the same hidden character.
