Create installation instructions for new users

Instructions must include

• How to download the repo
• How to create a virtual env
• How to install the dependencies

This issue was partially addressed by PR #2 which introduced README_Install_Packages.txt. Upon testing it was found that the dependency installation steps were insufficient leading to issue #4: Installing matplotlib without specifying the version resulted in an installation of an outdated version that prevented the fret pairs from being plotted.
