ipv4 missing tests

TEST_DATA_MULTIPLE_ALTERNATIVE_STARTCODE_UNIVERSE and TEST_DATA_FULL_CAPACITY_MULTIPLE_UNIVERSE are not used in the ipv4 test file. They only appear in the ipv6 multicast module. This appears to be an oversight.

TODO: add tests to ipv4 coverage.
