Webservice: Identifier Name does not match if name contains a +

Observed with Webservice Invoker ConfigItemFetch:

When fetching a ConfigItem with name 'Test+Something', the ConfigItemSearch doesn't find the existing ConfigItem with name 'Test+Something', presumably because the '+' is interpreted as a search operator.

This likely affects ImportExport as well.

Problem is that this change would be a non-trivial change in behavior - needs to be discussed further.

Please add a new parameter to the ConfigItem search which prevents $DBObject->QueryCondition( and treats the strings as exact strings.

This also happens while csv-importing Configuration Items.
I found the following characters to be problematic:
+ ( ) &
and also two empty spaces after another.

Probably some more are affected.
Apparently the Search for Webservices and csv import is the same as the one in the frontend(s) where those characters make sense as search parameters, but I guess in Webservices and CSV imports you always want to search for exact strings.
