Consent and GA4

Can we implement GA4 through this plugin (or a Statamic alternative) that fires all the time but retains user consent (and adhere's to GDPR). This article (from Google) suggests we can but it would be worth investigating how true this is compared to blocking tracking 100% until users have agreed: https://support.google.com/analytics/answer/9976101?hl=en
