Add documentation for reproducible run times

We should have an FAQ or section in our documentation discussing how to get as close to reproducible run times as possible. Users are often puzzled when their jobs have different run times. Often, the underlying reason for this is that both Blanca and Alpine are heterogeneous and they are landing on different hardware.
