CRCE silently failing when no connection to Mongo

When no MongoDB connection is available at CRCE start, the Metadata service object is not created and consequently downstream modules fail. At WebUI, a NPE is signalled at BufferImpl.java:379 .

Suggested fix: report at WebUI that metadata repo is not available and disable all related functionality.

Cause

Dependencies of the Buffer component were not set because one of them - Store component - was missing. The store component was missing because it is created on crce-repository-impl bundle update, when Configuration Admin service passes configuration details into the bundle (file based store location being one of these details).

These details were previously placed in the conf directory (set by felix.fileinstall.dir framework parameter), they were however missing in the docker image so the update never happened. This caused the Buffer component to be forever stuck in waiting for required state.

Solution

Add configuration files for Configuration Admin service into the docker image.
