Standardise announcement/heartbeat/ping-pong messages?

These are either the same or distinct types of "standard" messages, e.g.

• "ping" / "pong" - probably without any content?
• "heartbeat": a regular "ping" initiated by the Agent
• "announcement": indicate merely that something has connected (no payload) or something else (e.g. configuration)
