Improve battery monitoring quality

## Issue:
Battery reporting often drifts and despite a high charge state (>4V) the SoC is reported as less than 10%

This could be because of being kept at a high state of charge for a long time, it is observed when taking loggers out of storage and for loggers which are kept well charged in the field for extended periods
