Add 'shake to wake'

## Feature:
Add ability (For v3.1 and beyond) to wake up from threshold of change on accelerometer. 

If so - connect to cell and send an error packet ASAP.

This allows for both passive failure detection (logger falls over and breaks) and active detection (vandalism, etc)
