Add graceful shutdown

## Feature:
Add the ability for the logger to detect when battery is critically low and gracefully disconnect from cell before power fails. Similarly test on startup to make sure a sufficient amount of battery charge is present before attempting to connect. 

Both of these actions will serve to prevent corruption of cell modules that we have experienced.
