Work on contribution guidelines

@unixpickle was kind enough to work with me on the current set of guidelines, but it is lacking a few things.

The first one:

• if/else/while whitespace and brace placement
  • Initially I would say whitespace after the keyword (and before, in the case of something like else), with braces on the same line
