Move lambci to ECR so we can scan-check and update versions

Current lambda build modules all use the lambci container that hasn't been updated in over a year. We could build a modern version of that container.

• Pushing it to docker hub would make it easily accessible
• Pushing it to ECR will allow us to run scan-check it for vulnerabilities.
