[FEAT]: Add environment configuration file for api

Description of Feature

Add a portable environment configuration that allows users to easily set/change API variables like server addresses and database addresses without affecting the source code.

Feature Constraints

Must include Server IP, Server Port, and Database URL.
Any passwords or tokens should be included as shell environment variable references ex $PATH variable.
