[FEAT]: Add database connection through diesel

Description of Feature

Use Diesel to add a database connection between the REST api and a database either through mysql or postgresql

Feature Constraints

The design should setup diesel to be our main package for interfacing with a database in the future. We must eventually use a google cloud database
