bug: PDFs are not rendering in notebooks in Chrome

The PDF files are fine, but in the Jupyter notebook when trying to open or render them, you get a black box and the console has:

Failed to load 'about:blank' as a plugin, because the frame into which the 
plugin is loading is sandboxed.
```

Works fine in Firefox.
