Remove comments with `;;;` three semicolons

When building sBTC contract at https://github.com/Trust-Machines/stacks-sbtc/tree/main/sbtc-mini
we decided to have comments that are deployed and comments that are not deployed.

Comments with leading `;;;` three semicolons should be removed before deployment. Could this option be part of clariform?
