Modal scrollbar bugs

There are two bugs with scrollbars on a modal.

1. Using `scrollable` prop on `Modal` components does not work. No scrollbar is shown and the content is also not scrollable by mouse.
2. If a user clicks on the global scrollbar, the modal closes accidentially. Expected behaviour: The modal stays open and the page will scroll down.
