Stupid question about downloading file permission ?

Is it possible let all files which download by this docker owner set to normal user not root?

if I use
docker run --rm -v /home/ubuntu/test:/workspace -u $(id -u):$(id -g) peterdavehello/azcopy azcopy copy "https://sssssss.blob.core.windows.net/test/buildTag1/platform?SAS_TOKEN" "/workspace" --recursive

then
