RunAction problem with Content aware fill

In the lasts versions of photoshop (23, 23.5...) when you user RunAction with an Action that uses Content aware fill it runs the content aware over the first layer and then fill each layer with that content.

I have used this same action in previous versions of Ps without any problem. 
Maybe now it's needed some command to refresh the active layer, it's very strange.
