EPIC: organize playbook artifacts with tags

## Description
Introduce labels to organize artifacts by topic, making them easier to group, browse, and discover.  
In short: tagging.

## Scope
- Allow tagging of **Standards**, **Rules**, and **Recipes**  
- Enable search and filtering by tags across all interfaces (MCP, web app, CLI)
