Do not send updated_at or updated_by values when saving changes to a planting site or tree

As of https://github.com/OpenTreeMap/otm-core/pull/2963 the `updated_at` and `updated_by` fields will be ignored by the plot update API. The server will always be the source of truth for these values, read from the server clock and the request authentication respectively.
