`deploy` broken in `dev-tc` for 5.0

Bug description
There are some issues remaining with the deploy scripting after merging in #2964.

To Reproduce
Run the deploy script.

1. something is incorrect with the testing of OpenFAST.exe -h and FAST.Farm.exe -h. Verified paths are correct, so uncertain where the issue is. (See https://github.com/andrew-platt/openfast/actions/runs/17111093539 )
2. If the testing is disabled, the MATLAB build fails (see https://github.com/andrew-platt/openfast/actions/runs/17137243202)

Additional info
It might be nice to upload all the built execs afterwards regardless of what failed. Would take some reworking of the deploy.yml
