Config file in yaml format

Description

It will be nice to have more configurable options (sequential cutoff, cleaning policy, etc) in a config file, and the file could be in more readable format, e.g. yaml.

Reason

This functionality will allow having more specific cache configuration to be automatically loaded while cache initialization.

This will also address a question: #1624
