tf2cc div bypass suggestions

We wanted to distinguish between 2 types of bypass:

1. Permanent: e.g., ignore RGL. this is for stuff like they were in a different league, we're letting them play in a lower div for some reason, etc. This should remain until we say otherwise.
2. Temporary: e.g., you are rostered in AM but want access to IM for reasons. This should either time-out, or should disappear when the user moves up a div.

Currently we may, for example, give someone in NC bypass to AM. They then end up rostered in AM, and they keep their NC forever because of the bypass role. We'd ideally like the bypass to recognize they've MOVED UP and update itself

I think the simplest thing to do is to create a new role, Temp Bypass, that works the same way as the existing role, with the exception of when it sees a division change for the player, it removes the bypass and updates all the roles.

I think theres other ways to do this, but that is probably the least disruptive without needing to redo all the existing roles.
