Current Behavior

Test always fails with exception because of https://mantis.opcfoundation.org/view.php?id=7393 which is caught with NUnit.Framework.Assert.Inconclusive(ex.Message) thus not reported.

Review all tests that silently fail.

Fix should be to change the compiler/generator to change XmlElement in designs to ByteString as per mantis
