Missing documentation aboutpad.tlc for flow script

The pad.tlc file is required to start the OpenRoad flow script. This file contains information about the size of the pads and their position. This information is missing in the LAYR documentation.

the pad.tcl was used to drive the padring generation to make full chip design.
In the new template it is abstracted so you do not have
to care about it. Please be aware that there are still some issues with librelane but they are claiming to solve it by the end of Jan 2026.
