uncommitted changes left on prod server

there're tons of changes on prod server, some of them also appear on beta server.

should safely commit them into codebase, or at least create a branch first.

I have inspected uncommitted changes on the beta server, some of them are config. Which should be fixed after we refactor the config management of the sandbox. Others can be safely discarded.

The changes on the prod server are also mostly config. The only notable change is that we are updating the judger ubuntu version to 20.04, which should be committed.
