Stream announcements with banners should only show the footer text the first time that banner is used

Currently they show the footer text [when the banner score is 0](https://github.com/Nincodedo/Ninbot/blob/2a4fb0364679a26505b1a9e7ed85ea89b4d4d348/ninbot-app/src/main/java/dev/nincodedo/ninbot/components/stream/StreamMessageBuilder.java#L73), which MIGHT be when they're first used, but also maybe not. It should be changed so that it only shows on first use.
