Unexpected behaviour when user field layout contains Relations field and trying to create a user from the CP

How to reproduce

1. Create a Relations field.
2. Add the Relations field to the User field layout.
3. Go to Users > New user.
4. Notice the Relations field lists ALL the elements in the database, instead of no relations which is expected since this is a new user.
