Persistent cache for each github workflow (mops install)

• Make cache persistent so each run retrieves the packages installed by mops from a previous run. This is currently the longest running process in both the benchmark and test workflows.
• There is a cache implementation but this doesn't seem to work too well for mops, it only works for npm.
