Build out ord db scrapers

Implement the third prong of web-scraping - individual scrapers for the following db websites:

• https://codelibrary.amlegal.com/
• https://library.municode.com/
• https://www.dsireusa.org/
• https://www.windaction.org/
• https://www.codepublishing.com/

Should be fairly simple to do by combining the web crawling and searching techniques.... just a bit tedious.
